The New US 31 Hamilton County project will upgrade US 31 to freeway standards from I-465 at the Marion-Hamilton County line, through Carmel and Westfield to State Road 38. Upgrading the 13 miles of existing highway to federal freeway standards will be the largest road project ever completed in Hamilton County. The New US 31 Hamilton County project is intended to reduce congestion, improve safety and provide continuity of commerce and regional travel for a US highway that stretches from Michigan to Alabama.

The US 31 reconstruction project involved two contracts awarded to Rieth-Riley for the complete reconstruction of the old US 31 from a 2 lane intersection control highway to a 3 lane interchange control highway. The scope included grade separated interchanges, 18 bridges, 3 arch structures, 430,000 square feet of MSE wall construction, 385,000 tons of hot mix asphalt, and 627,000 cubic yards of common excavation. The Project had a very aggressive two year schedule, which, due to numerous utility delays, very quickly fell behind the initial baseline schedule. By partnering with INDOT, the design firm, and the cities of Westfield and Carmel, Rieth-Riley was able to rephase and accelerate the project back onto schedule.
